People also have a tendency of presenting their works either as a whole or in parts in more than one occasion or for different assignments. When this is done without letting the people using the work for the subsequent times know when the original work was done, one is considered to be involved in self plagiarism. This is most common when one is required to handle an assignment with similar requirements as the one he/she had previously handled (Neville, 2007). Boston Chicken Case Essay Boston Chicken implemented a franchising strategy that differed from most other franchising companies at the time. Boston Chicken focused its expansion through franchising the company through large regional developers rather than selling store franchises to a large number of small franchisees. In that, an established network of 22 regional franchises that targeted their operations in the 60 largest U.S. metropolitan markets and in order to do so, the franchisee would have been an independent experienced businessman with vast financial resources and would be responsible for opening 50 – 100 stored in the region. Boston Chicken focused on widespread continuous expansion of its operations to become to developed across the board food chain. Scouting for real estate assured the highest standards for developing properties and was critical to the company’s future success. To assist in future growth of the franchises, Boston Chicken implemented a communications infrastructure, which provided a supporting link for communication between its networks of stores. In addition in efforts to improve operating efficiency, the company locked in low rates from its suppliers and developed flagship stores, which did most of the initial food preparation which inadvertently reduced employee training costs. Many of these regional developers were given a revolving credit line to help support expansion. This type of financing came with credit risk while the franchises average revenue from operations were not sufficient enough to cover the expenses which raises doubt for the repayment of such loans. 2. The accounting policy of reporting the franchise fees from Boston Chicken’s area developers as revenue seemed most controversial. These franchise fees, which accounted for more than 50% of total revenue, did not represent revenues from operations. Also, the source of most of the ranchise fees came from the financing provided by Boston Chicken, the franchiser, where the money coming in was the same money that was going out. This overstated earnings of the company. Since the debentures can be converted into shares of common stock, most of the revenue from franchise fees should have been deferred. Reporting revenues that included these franchise fees his the fact the most of the franchised stores were operating at a loss, which provided a false impression to investors. While Boston Chicken, the franchiser reported a net income from operations of $24,611 in 1994, if they excluded the income provided by franchise fees, they company-operated stores would have been operating at a loss, which would have been a more accurate picture for the company’s operations and its question of having a profitable future. 3. Boston Chicken, the franchiser, reports revenue based on franchise fees (includes royalties, initial franchise development costs, interest income from area developer financing, lease income, software fees, and other related franchise fees), and company operated stores. The revenue reported on the income statement does not reflect the operating income or losses generated by the area developers, with most of these area developers operating at a loss. Since the franchiser provides financing to the area developers, it seems that consolidation of the financial statements would provide vital information to the users of the financial statements especially since the repayment of loans relies heavily on the profitability of the franchisees. Basically, Boston Chicken was not reporting the results of operations from its area developers because Boston Chicken did not have an equity position in these firms; rather their stake in these franchises was reported as debt financing. In doing so, Boston Chicken did not have to report the losses that were incurred in these operations. By manipulating the financial statements, the company gave a false impression on its future prospects of the company, allowing them to more freely raise capital through the issuance of common stock, and inadvertently inflating tock prices.

She took Thomas out of school and decided to home-school him. It appears he briefly attended two more schools. However, his school attendance was not very good. Acute Care: Care Implementation and Evaluation. This assignment will be based around the care that is implemented and evaluated, within a National Health Service (NHS) Foundation Trust (FT). The focus of the assignment will be to discuss two health problems that a selected patient has and has been admitted to the FT with. The selected patient had been admitted into FT with breathing difficulties and also suffering from dehydration. The assignment will focus upon the goals that are set for the patient whilst in FT and the reasons why the goals are set. The patho-physiology of the two problems will also be discussed and also the care that had been implemented to achieve the goals. Throughout the assignment, the patient will be known as Terry with the permission from the patients parents, according to the Nursing and Midwifery Council (NMC, 2008) confidentiality guidelines. The assignment will also aim to discuss the role of the Health Care Professional (HCP) in planning appropriate care for the patient, in particular, using the assessment technique of goal setting by using Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T) target planning technique (Roper et al, 1996). The reasons for planning care can involve the HCP assisting in preventing potential health problems, for example, breathing difficulties for the patient becoming worse and to also assist in solving problems where possible. Care planning can also assist in alleviating possible health problems that cannot be solved by HCP’ s and so will need the assistance of Multi Disciplinary Team (MDT) , for example, consultant, physiotherapists to further improve an develop the care plan. Terry is a 42 year old single man, who lives with his parents, and has suffered from a number of illnesses throughout his life, for example, optical glyoma, Deep Vein Thrombosis (DVT), epilepsy, and also learning difficulties. Terry has difficulty with breathing, and this appears to have been caused by respiratory rhythmicity centre in the medulla and the pons (areas of the brain which can control breathing) and these appeared to not be working in the correct way (MacKenzie, 1996; Waugh et al 2006). Terry’s reduced neurological status was due to trauma that had been suffered in the motor pathways, and the peripheral nerves, in the brain (Iggulden, 2006). Terry was admitted to the Intensive Care Unit (ICU), within the NHS FT, suffering from numerous problems that were mainly neurological. Terry's admission to ICU was due to the increased breathing difficulties that he was experiencing. Due to the breathing difficulties, the nursing team, and Terry's consultant, agreed that it would be best for Terry to have a percutaneous tracheostomy inserted. Due to Terry suffering from a probable cerebellar lesion, severe learning difficulties and poor communication skills; it did appear that Terry could not understand what the nursing team were informing him of, the medication that he needed and the care that was being delivered (NMC, 2008). Due to the fact that Terry appeared not to be able to understand or communicate with the nursing team, and that his parents and family members were with him, the nursing team, and myself, ensured that the parents, and family members, were informed of what was happening regarding the care that had given to Terry. The fact that Terry could not understand the instructions given to him, due to learning difficulties, consent to insert a percutaneous tracheostomy had to be given from Terry’s parents, to the Consultant (NMC, 2008). The tracheostomy that had been inserted into Terry helped the nursing team in the ICU and on the ward, to oxygenate Terry to the optimum level of 98%. The tracheostomy, also ensured that Terry was able to maintain a breathing rate of between 35 and 50 breathes per minute (Bailey, 2008). Although Terry was able to maintain a respiration rate, the normal respiration rate for an adult is normally between 14 and 18 breathes per minute (Bailey, 2008). The nursing care that had been implemented included ensuring that oxygen was flowing through the tracheostomy and this ensured that Terry had enough oxygen in his body for his heart and lungs to function, and that the heart pumped the oxygenated blood around the body (Machin et al 1996; Roper et al, 1996; Bailey et al 2008). Due to Terry’s respiration centre not working properly, and suffering from breathing problems, this meant that gaseous exchange was impaired, and led to a risk of respiratory acidosis. Gaseous exchange is where the oxygen goes into the alveoli capillaries, and the carbon dioxide is moved out of these capillaries (Bailey, 2008). The respiration centre is made up of a group of nerve cells, which are in the reticular endothelial system of the medulla oblongata. These cells send impulses to the motor neurones, via the spinal cord, and are then sent to the intercostal muscles (Bailey, 2008). The trauma that Terry had suffered with, was a possible cerebella lesion when he was a child. When Terry was admitted, his oxygen level was 82% (Bailey, 2008). The goal for this problem was to keep Terry's respiration and oxygenation at a level that was suitable. A suitable level of respiration for an adult is between 14 and 18 breaths per minute, and an oxygen level of around 97 to 98% (Bailey, 2008). The patho-physiology of breathing difficulties includes a lack of oxygen to the tissues of the body, including the brain, and even death (MacKenzie, 1996; Waugh et al 2006). Due to Terry haiving an oxygen saturation level of 82%, we set the goal that we would aim for and set this goal with his parents. The goal that the nurses had set with Terry's parents, due to the fact that Terry had learning difficulties and could not set the goal with the nurses. The goal was set as the nurses aimed to have his oxygen saturation level between 95% and 98% within two hours. The goal had to fit in with the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T) target planning technique (Roper et al, 1996; Faulkner, 2000). Terry's sitting and lying position had to be carefully planned around him, this ensured that we as a nursing team where able to ensure that his lungs would expand to their optimum and to maintain a satisfactory oxygen saturation levels within his body (Roper et al 1996; Machin et al 1996; Hackman, 2008). The normal oxygen saturation level is between 95% and 98% (Woodrow, 1999). The fact that Terry had an oxygen saturation level of just 82%, the Consultant had to prescribe oxygen for Terry. The oxygen that had been prescribed for Terry, had been increased from 24% to 40% (NMC, 2002). The consultant advised us to ensure that the oxygen was to be humidified. Due to Terry having the tracheostomy, we were able to deliver the oxygen with the use of a tracheostomy mask and what is called a T-piece circuit (Machin et al 1996; Dolan, 2008; Soady, 2008). The consultant also advised the nursing team to ensure that neurological observation's were undertaken, especially the oxygen saturation levels, every 15 minutes until Terry's oxygen saturation levels had risen to 96% (Machin et al 1996; Dolan, 2008; Soady, 2008) The neurological observations with regards to the goal, meant that the nurses were able to deliver oxygen, which would enable the oxygen saturation level to be maintained (Machin et al 1996; Dolan, 2008; Soady, 2008). Once the nursing team had ensured that the oxygen had been delivered to Terry at 40% and was humidified, they then ensured that 15 minute observations were maintained. The Consultant had to ensure that the 40% oxygen that he had verbally prescribed, was documented and written clearly in Terry's medical notes and on his prescription sheet (NMC, 2002; NMC, 2004). The fact that Terry had been prescribed the higher rate of oxygen, this needed to be clearly documented within Terry’s nursing notes (NMC, 2004). The documentation was needed, so that the other nurses were aware of the change. Although the observations had been maintained every 15 minutes, with regards to Terry's oxygen saturation levels, this ensured that the nursing team maintained Terry's neurological observation's (Machin et al 1996; Dolan, 2008; Soady, 2008). The goal that had been set by the nursing team and Terry's parent's, for his oxygenation levels did fit into the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T) target planning technique. The goal was specific, measurable and realistic for Terry and the nursing team caring for him, as well as being achievable in the time frame that had been set by Terry's Consultant (Faulkner, 2000). Due to the fact that the nursing team had achieved this goal for Terry, proved that the nursing care and interventions made by the nursing team, were effective. The nursing care and interventions were effective enough, for this goal to have been met (Roper et al 1996). The goal that had been set for Terry with regards to his oxygen saturation level, had to be documented. The goal had to be documented within the nursing notes, which the nursing team had to document clearly. The nursing team were able to hand over the information about Terry, to the nursing staff that would have been caring for him on the next shift. (NMC, 2004) The second of Terry's problem's is that he was at risk of dehydration, this was due to the fact that Terry could not swallow as he had a reduced neurological status. The fact that Terry could not swallow was due to the motor area of cerebral cortex of his brain, did not work in the way that it should (Waugh et al 2006). The motor area of the cerebral cortex of Terry's brain, was damaged due to the increase in epileptic seizures. Dehydration can cause the cells to deplete, due to not having enough fluids for them to replenish. The cells replenish in the sense that the fluids help the cells to regenerate, regulate the body temperature, to dilute the waste products within the body, and to maintain the level of fluids within the tissue fluid and blood (Waugh et al 2006). The patho-physiology of dehydration includes thirst, the mouth being dry, the tongue would look leathery, and fluid from within the tissues and skin would be withdrawn (Roper et al 1996; Brown, 1997; Day, 1997). Due to Terry not being able to drink fluids, he was not able to regulate his own body temperature, nor was his body able to dilute the poisonous substances in his body (Waugh et al 2006). Due to fluid being withdrawn from the body, this would mean that the body would not be able to maintain its own volume in blood (Roper et al 1996). The patho-physiology of not having enough fluids also includes the kidneys would excrete less than they normally would; a person would be lethargic; the skin would lose its elasticity and would appear to be more wrinkled (Roper et al 1996; Brown, 1997; Day, 1997). If Terry had been suffering from dehydration, his would have looked sunken and his urine output would be reduced as well as being more concentrated. If Terry had been suffering from a severe case of dehydration, his blood volume would be reduced. If the blood volume was to cause a circulation deficiency, this would cause his kidneys to fail to excrete the waste products that they normally excrete (Roper et al 1996; Brown, 1997; Day, 1997). Due to Terry not drinking the recommended two litres of fluids per day, we had to set a goal. The goal that had to be set, had to be set with Terry's parents (Roper et al 1996). The goal for the second problem, was to prevent dehydration during Terry's stay in hospital, through ensuring that Intravenous Saline was delivered through venous access (Dougherty et al 2008). The Intravenous Saline had to be delivered through venous access, due to the fact that this was the most effective way in which to infuse fluids. The fluids had to be infused over a period of 24 hours, due to the volume of the fluids. The Consultant prescribed two litres of Intravenous Saline, and the nursing team ensured that it was delivered (NMC, 2002; NMC, 2004; Dougherty et al 2008). Due to the fact that the fluids needed to be infused, the nursing team ensured that the fluids were delivered through the venous access, by using an infusion pump. The pump that was used by the nursing team, was the volumetric pump. The volumetric pumps allow health care professionals to administer large amounts of infusions, and this is why were used this type of pump to deliver the fluids that Terry needed over a 24 hour period (Sarpal, 2008). Due to the fact that the nursing team were delivering Intravenous Saline to Terry, it was important that this was documented by the nursing team within his nursing notes. The fact that this was documented in Terry's notes, ensured that the information was handed over to the nursing team on the next shift (NMC, 2004). It was important hat a fluid balance chart was also documented, as this would help the nursing team to ensure that the amount of input from fluids, was similar to Terry's urine output. The fact that the nursing team were able to monitor Terry's fluid input and output, ensured that his body was not retaining any of those fluids within a 24 hour period (Hunt et al 2008). The goal for dehydrat ion by providing two litres of Intravenous Saline over a 24 hour period, did fit into the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T) target planning technique. This was due to the fact that the goal was specific, measurable and time set. The goal was achievable and realistic, but only while Terry's venous access was as good as it was. When Terry's venous access for the Intravenous Saline to be delivered was poor, this meant that the nursing team had to find another route to deliver these fluids. The nursing team had to re-set the goal for delivering the Intravenous Saline. (Faulkner, 2000) Due to the fact that the nursing team could not deliver the Intravenous Saline through the venous route, had to be documented. The nursing team had to document the fact that Terry had poor venous access, and that they had asked his Consultant to review Terry (NMC, 2004). When Terry's Consultant had been to review him, the Consultant advised the nursing team to deliver the Saline through Terry's PEG tube. Terry's Consultant had to document the fact, that he had advised the nursing team to deliver the Saline through Terry's PEG tube. The Consultant also had to document that his advice was due to Terry's poor venous access in Terry's medical notes, and he had to document this on the prescription chart (NMC, 2004). Due to Terry having a Percutaneous Endoscopic Gastrostomy (PEG), the nursing team and Terry's parents re-set the goal to deliver the fluids that Terry needed (Faulkner, 2000). The new goal that had been set, was to deliver one litre of Intravenous Saline through Terry's PEG tube. The litre of Saline was delivered to Terry through his PEG tube, over an 8 hour period rather than a 24 hour period. Even though the nursing team had to deliver the fluids through the PEG tube, they had to ensure that the goal did fit into the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T. ) target planning technique. This goal was specific, measurable, achievable, realistic and time set for Terry and the nursing team (Faulkner, 2000). Before the nursing team could deliver the Saline through Terry's Percutaneous Endoscopic Gastrostomy, the Saline had to be prescribed by his Consultant. The Consultant had to document the Saline on Terry's prescription chart, and also had to document the route that the nursing team were to deliver the Saline (NMC, 2004). The Saline that had been prescribed by Terry's Consultant, also had to document in Terry's medical notes, that he had prescribed this and also document the route that he had advised to the nursing team (NMC, 2002; NMC, 2004). When the nursing staff had commenced the delivery of the Saline through the Percutaneous Endoscopic Gastrostomy (PEG) tube, they themselves had to document this. The nursing team had to document the Saline running through the PEG tube, to enable the nursing notes for Terry to be up-to-date. The nursing team to document the amount of Saline that was to run through Terry's PEG tube, and what time the Saline infusion began. The nursing team also had to document how much of the Saline was to be infused in any one hour, when the Saline was due to finish, as well as document the lot number and expiry date that were on the bag of Saline. NMC, 2002; NMC, 2004) The documentation of the infusion of the Saline running through Terry's Percutaneous Endoscopic Gastrostomy (PEG) tube, ensured that the nursing team could hand over the information to the nursing team that were due to care for Terry on the next shift (NMC, 2004). The goal that had been re-set by the nursing team, and Terry's parents, fitted in with the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T. ) target planning technique (Faulkner, 2000). The fact that the goal had to be re-set, ensured that the nursing team had been able to deliver the Saline through the Percutaneous Endoscopic Grastrostomy (PEG) tube. The goal to deliver the Saline through the PEG tube, had been specific, measurable, realistic and time set for Terry and the nursing team. This goal had been achieved, due to the fact that the care that the nursing team had been able to deliver the Saline in the time that they had set with Terry's parents (Faulkner, 2000). Due to the goal being achieved in the time frame that had been set by the nursing team, and Terry's parents, meant that the nursing team had been able to deliver the care that had been needed to achieve this goal (Faulkner, 2000). I am now at the point in this assignment when I can reflect. For my reflection, I will be using the Gibb's Reflective Cycle to reflect upon this assignment, which is documented within his book that was published in 1988 and entitled Learning by Doing: A Guide To Teaching and Learning Methods (Gibb's, 1998). Due to the fact that Terry ad a number of health problems, I had a hard task of choosing which two that I would use. I did have to think long and hard about which two health problems that I would use, but I was given permission from his parents to enable me to write this assignment (NMC, 2008). The two health problems that I had chosen, were breathing difficulties and dehydration. Due to the breathing difficulties that Terry suffered with, meant that his oxygen saturation levels were low. Due to Terry's breathing difficulties, this is why the nursing team, and his Consultant, had to gain consent from Terry's parents, to insert a percutaneous tracheostomy. The fact that the tracheostomy was inserted soon after Terry's admission, enabled the nursing staff within the ITU and the ward of the NHS FT, to ensure that Terry's oxygen saturation levels were maintained. Therefore, this is the reason why a goal was set. Due to a goal being set for Terry's oxygen saturation levels to be maintained, provides evidence to show that the nursing interventions were effective. The effectiveness of these nursing interventions, proves that goals that are set for an individual patient can also be met. The second goal that had been set for Terry by the nursing team, and his parents, had fitted in with the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T. ) target planning technique. Due to the fact that this goal was only partially met, did not necessarily mean that the care that had been delivered to Terry, had been ineffective. The care that had been delivered to Terry had been effective, but the goal could no longer be achieved through the venous route, due to the fact that Terry's venous access was poor. Due to Terry's poor venous access, this is why the nursing team had to re-set the goal with his parents. The goal that had to be re-set, fitted in with the Specific, Measurable, Achievable, Realistic and Time Set (S. M. A. R. T. ) target planning technique. The goal had been re-set, and had also been achieved in the time frame that had been set with Terry's parents. The goal that had been re-set, had been achieved in the time frame that had been set. The goal had been achieved due to the fact that, the nursing team were able to deliver the Intravenous Saline through the Percutaneous Endoscopic Gastrostomy (PEG) that Terry had in place. The fact that the nursing team could not achieve this goal when it had first been set, was not an issue that could have been anticipated. Even though nursing teams can not anticipate why the goals are not met, they can re-set the goal and in time, meet the new goal. Therefore, the nursing care and interventions that are delivered, do make nursing care effective. Documentation of all care from the nursing team was important, due to the fact that the nursing team on one shift, were able to inform the nursing team of the next shift. Documentation also ensures that if the nursing team were unsure of any test results, that they were able to look over the nursing notes to ensure they knew where we were up to with the patient. The Consultants documentation in the patients medical notes, ensured that other doctors or Consultants were also aware of the patients condition and any tests that may have been ordered. Major General George McClellan in the Civil War

Major General George McClellan in the Civil War George Brinton McClellan was born December 23, 1826 in Philadelphia, PA. The third child of Dr. George McClellan and Elizabeth Brinton, McClellan briefly attended the University of Pennsylvania in 1840 before leaving to pursue legal studies. Bored with the law, McClellan elected to seek a military career two years later. With the aid of President John Tyler, McClellan received an appointment to West Point in 1842 despite being a year younger than the typical entry age of sixteen. In school, many of McClellans close friends, including A.P. Hill and Cadmus Wilcox, were from the South and would later become his adversaries during the Civil War. His classmates included future notable generals in Jesse L. Reno, Darius N. Couch, Thomas Stonewall Jackson, George Stoneman, and George Pickett. An ambitious student while at the academy, he developed a great interest in the military theories of Antoine-Henri Jomini and Dennis Hart Mahan. Graduating second in his class in 1846, he was assigned to the Corps of Engineers and ordered to remain at West Point. Mexican-American War This duty was brief as he was soon dispatched to the Rio Grande for service in the Mexican-American War. Arriving off the Rio Grande too late to take part in Major General Zachary Taylors campaign against Monterrey, he fell ill for a month with dysentery and malaria. Recovering, he shifted south to join General Winfield Scott for the advance on Mexico City. Preforming reconnaissance missions for Scott, McClellan gained invaluable experience and earned a brevet promotion to first lieutenant for his performance at Contreras and Churubusco. This was followed by a brevet to captain for his actions at the Battle of Chapultepec. As the war was brought to a successful conclusion, McClellan also learned the value of balancing political and military affairs as well as maintaining relations with civilian populations. Interwar Years McClellan returned to a training role at West Point after the war and oversaw a company of engineers. Settling into a series of peacetime assignments, he wrote several training manuals, aided in the construction of Fort Delaware, and took part in an expedition up the Red River led by his future father-in-law Captain Randolph B. Marcy. A skilled engineer, McClellan was later assigned to survey routes for the transcontinental railroad by Secretary of War Jefferson Davis. Becoming a favorite of Davis, he conducted an intelligence mission to Santo Domingo in 1854, before being promoted to captain the following year and posted to the 1st Cavalry Regiment. Due to his language skills and political connections, this assignment was brief and later that year he was dispatched as an observer to the Crimean War. Returning in 1856, he wrote of his experiences and developed training manuals based on European practices. Also during this time, he designed the McClellan Saddle for use by the US Army. Electing to capitalize on his railroad knowledge, he resigned his commission on January 16, 1857 and became the chief engineer and vice president of the Illinois Central Railroad. In 1860, he also became the president of the Ohio and Mississippi Railroad. Tensions Rise Though a gifted railroad man, McClellans primary interest remained the military and he considered returning the US Army and becoming a mercenary in support of Benito Jurez. Marrying Mary Ellen Marcy on May 22, 1860 in New York City, McClellan was an avid supporter of Democrat Stephen Douglas in the 1860 presidential election. With the election of Abraham Lincoln and the resulting Secession Crisis, McClellan was eagerly sought by several states, including Pennsylvania, New York, and Ohio, to lead their militia. An opponent of federal interference with slavery, he was also quietly approached by the South but refused citing his rejection of the concept of secession. Building an Army Accepting Ohios offer, McClellan was commissioned a major general of volunteers on April 23, 1861. In place four days, he wrote a detailed letter to Scott, now general-in-chief, outlining two plans for winning the war. Both were dismissed by Scott as unfeasible which led to tensions between the two men. McClellan re-entered federal service on May 3 and was named commander of the Department of the Ohio. On May 14, he received a commission as a major general in the regular army making him second in seniority to Scott. Moving to occupy western Virginia to protect the Baltimore Ohio Railroad, he courted controversy by announcing that he would not interfere with slavery in the area. Pushing through Grafton, McClellan won a series of small battles, including Philippi, but began to display the cautious nature and unwillingness to fully commit his command to battle that would dog him later in the war. The only Union successes to date, McClellan was ordered to Washington by President Lincoln after Brigadier General Irvin McDowells defeat at First Bull Run. Reaching the city on July 26, he was made commander of the Military District of the Potomac and immediately began assembling an army out of the units in the area. An adept organizer, he worked tirelessly to create the Army of the Potomac and cared deeply for the welfare of his men. In addition, McClellan ordered an extensive series of fortifications constructed to protect the city from Confederate attack. Frequently butting heads with Scott regarding strategy, McClellans favored fighting a grand battle rather than implementing Scotts Anaconda Plan. Also, he insistence on not interfering with slavery drew ire from Congress and the White House. As the army grew, he became increasingly convinced that the Confederate forces opposing him in northern Virginia badly outnumbered him. By mid-August, he believed that enemy strength numbered around 150,000 when in fact it seldom exceeded 60,000. Additionally, McClellan became highly secretive and refused to share strategy or basic army information with Scott and Lincolns cabinet. To the Peninsula In late October, the conflict between Scott and McClellan came to a head and the elderly general retired. As a result, McClellan was made general-in-chief, despite some misgivings from Lincoln. Increasingly more secretive regarding his plans, McClellan openly disdained the president, referring to him as a well-mannered baboon, and weakened his position through frequent insubordination. Facing growing anger over his inaction, McClellan was called to the White House on January 12, 1862 to explain his campaign plans. At the meeting, he outlined a plan calling for the army to move down the Chesapeake to Urbanna on the Rappahannock River before marching to Richmond. After several additional clashes with Lincoln over strategy, McClellan was forced to revise his plans when Confederate forces withdrew to a new line along the Rappahannock. His new plan called for landing at Fortress Monroe and advancing up the Peninsula to Richmond. Following the Confederate withdraw, he came under heavy criticism for allowing their escape and was removed as general-in-chief on March 11, 1862. Embarking six days later, the army began a slow movement to the Peninsula. Failure on the Peninsula Advancing west, McClellan moved slowly and again was convinced that he faced a larger opponent. Stalled at Yorktown by Confederate earthworks, he paused to bring up siege guns. These proved unnecessary as the enemy fell back. Crawling forward, he reached a point four miles from Richmond when he was attacked by General Joseph Johnston at Seven Pines on May 31. Though his line held, the high casualties shook his confidence. Pausing for three weeks to await reinforcements, McClellan was again attacked on June 25 by forces under General Robert E. Lee. Quickly losing his nerve, McClellan began falling back during a series of engagements known as the Seven Days Battles. This saw inconclusive fighting at Oak Grove on June 25 and a tactical Union victory at Beaver Dam Creek the next day. On June 27, Lee resumed his attacks and won a victory at Gaines Mill. Subsequent fighting saw Union forces driven back at Savages Station and Glendale before finally making at stand at Malvern Hill on July 1. Concentrating his army at Harrisons Landing on the James River, McClellan remained in place protected by the guns of the US Navy. The Maryland Campaign While McClellan remained on the Peninsula calling for reinforcements and blaming Lincoln for his failure, the president appointed Major General Henry Halleck as general-in-chief and ordered Major General John Pope to form the Army of Virginia. Lincoln also offered command of the Army of the Potomac to Major General Ambrose Burnside, but he declined. Convinced that the timid McClellan would not make another attempt on Richmond, Lee moved north and crushed Pope at the Second Battle of Manassas on August 28-30. With Popes force shattered, Lincoln, against the wishes of many Cabinet members, returned McClellan to overall command around Washington on September 2. Joining Popes men to the Army of the Potomac, McClellan moved west with his reorganized army in pursuit of Lee who had invaded Maryland. Reaching Frederick, MD, McClellan was presented with a copy of Lees movement orders which had been found by a Union soldier. Despite a boastful telegram to Lincoln, McClellan continued to move slowly allowing Lee to occupy the passes over South Mountain. Attacking on September 14, McClellans cleared the Confederates away at the Battle of South Mountain. While Lee fell back to Sharpsburg, McClellan advanced to Antietam Creek east of the town. An intended attack on the 16th was called off allowing Lee to dig in. Beginning the Battle of Antietam early on the 17th, McClellan established his headquarters far to the rear and was unable to exert personal control over his men. As a result, the Union attacks were not coordinated, allowing the outnumbered Lee to shift men to meet each in turn. Again believing that it was he who was badly outnumbered, McClellan refused to commit two of his corps and held them in reserve when their presence on the field would have been decisive. Though Lee retreated after the battle, McClellan had missed a key opportunity to crush a smaller, weaker army and perhaps end the war in the East. Relief 1864 Campaign In the wake of the battle, McClellan failed to pursue Lees wounded army. Remaining around Sharpsburg, he was visited by Lincoln. Again angered by McClellans lack of activity, Lincoln relieved McClellan on November 5, replacing him with Burnside. Though a poor field commander, his departure was mourned by the men who felt that Little Mac had always worked to care for them and their morale. Ordered to report to Trenton, NJ to await orders by Secretary of War Edwin Stanton, McClellan was effectively sidelined. Though public calls for his return were issued after the defeats at Fredericksburg and Chancellorsville, McClellan was left to write an account of his campaigns. Nominated as the Democratic candidate for the presidency in 1864, McClellan was hamstrung by his personal view that the war should be continued and the Union restored and the partys platform which called for an end to the fighting and a negotiated peace. Facing Lincoln, McClellan was undone by the deep divide in the party and numerous Union battlefield successes which bolstered the National Union (Republican) ticket. On election day, he was defeated by Lincoln who won with 212 electoral votes and 55% of the popular vote. McClellan only garnered 21 electoral votes. Later Life In the decade after the war, McClellan enjoyed two long trips to Europe and returned to the world of engineering and railroads. In 1877, he was nominated as the Democratic candidate for governor of New Jersey. He won the election and served a single term, leaving office in 1881. An avid supporter of Grover Cleveland, he had hoped to be named secretary of war, but political rivals blocked his appointment. McClellan suddenly died on October 29, 1885, after suffering from chest pains for several weeks. He was buried at Riverview Cemetery in Trenton, NJ.

Also, most of Nixons early life was spent as an outsider. He was from a lower class background, and for that reason alone many of his colleagues did not fully respect him. Out of college, he was shunned by the great Eastern law firms. In his early politics, he was neglected by his own party because of his background. Even as vice president, he was not allowed in Eisenhowers inner circle. These experiences left him bitter and determined to be president. Not only for the prestige of the position, but because as president he would be the one who was on the inside. Everybody would be below him in rank, and he could use this advantage to be the focal point of America. Also, he would gain some revenge on those rich, debonair folks who had before eschewed him. The importance of spoken performance of a language is becoming more prominent over the written performance capability. It is because the ability to speak a language reflects a persons personality, self image, knowledge of the world, ability to reason, skill to express thoughts in real-time (Luoma, 2004: ix). These days, due to the global trend of internation alisation, the ability to communicate in English is needed as an essential skill. Whenever the international exchange happens, the use of spoken English entails. However, it is not always an easy task for people who use English as a second language to be able to speak to the level of a native speaker. They have to perfectly understand the sound system of English, have almost instant access to proper vocabulary and be able to place words together intelligibly without hesitation. Moreover, they also have to perceive what is being said to them and need to be able to respond appropriately to acquire amiable relations or to accomplish their communicative goals (Luoma, 2004: ix). Therefore, non-native English speakers encounter these barriers and they are subject to make mistakes often. In relation to this matter, this essay argues that there are socio-cultural factors as well as linguistic factors that affect non-native speakers communication in English. It provides analysis of several d ifferent situations when the use of spoken English has generated miscommunication problems in regards to authors personal experience. Based upon the analysis of different situations, this essay also explores the reason for the miscommunication in relation to the difficulties in learning to speak English as a second language. The first type commonly refers to the elements of English as a language itself, which include the grammar, vocabulary, and sound systems (Robinett, 1978: 3-140). The latter part, which is cultural aspects, includes history and worldview (ideology), socialisation, non-verbal communication, and social organisation (Scollon & Scollon, 1995). In addition, according to Barraja-Rohan (2003: 101-15), it is argued that a number of socio-cultural elements such as verbosity (including overlaps and silence), approaches to interpersonal relationships (including proxemics, greetings, compliments and self-deprecation and small talk), and politeness (including directness and indirectness) may affect communication. In short, fluent English speaking becomes possible when the speaker is completely aware o f not only the linguistic aspect of the language, but also the social and cultural context that the language is used. Thus, most of the ESL learners, who are not accustomed to English-speaking environment, are frequently challenged with English communication. Environmental pragmatism Essay Pluralism, environmental pragmatism and eco feminism represent differing perspectives on the subject of moral ethics. The paper seeks to look into the details surrounding some of these issues and comparisons between them will be made. Major principles As the name suggests, eco-feminism refers to a merger between feminism and environmentalism. In other words, the term refers to a social movement that connects female oppression and the degradation of nature to similar attitudes that are related to masculine domination. The latter principle asserts that there must be some sort of interrelation between women, race, class and the environment. While the oppression of women may be the main concern within this field of study, eco feminism asserts that environmentalism, animal rights, class struggles, age oppressions, human supremacism and racism all have one thing in common; they all signify oppression driven by the same social mentality. (Thoma-Slayter Rocheleau, 1995) One of the most interesting aspects about eco feminism is that this particular movement has merged thoughts and views in seemingly different fields to come up with a comprehensive analysis of current environmental problems. Eco feminists assert that male land ownership has led to patriarchy hence resulting in a manifestation of the following environmental problems †¢ Viewing animals and land as material resources †¢ Abusing land †¢ Exploiting people †¢ Overgrazing †¢ Excessive food export even when local residents lack adequate food The latter adherents also propose that this abuse of land and environmental degradation has eventually led to female oppression. Other authors claim that the reason why nature has been undergoing excessive degradation is because nature has been treated as something that is only valuable if it has material benefits. Again, such proponents claim that this is the same view held about women; that they have little value since they are not the major wealth creators. However, eco-feminists assert that such beliefs are quite misleading owing to the fact that nature is still useful even without man’s interference. An example of such a perspective is when one analyzes a forest. The former attitude would assume that a forest is useful for fuel, food and the like. However, even without tampering with it, a forest can still be useful in terms of protecting ground water, circulating oxygen or providing a habitat for other animals. On the other hand environmental pragmatism is founded on the beliefs held within pragmatism; that there is no absolute truth in the process of seeking for knowledge. Instead, pragmatists assert that there are only relatively stable ones that assist people in the process of making sense of their world and their surrounding. Experience plays a central role in pragmatism because through it one can either affirm or reject previously held beliefs about how their world works. Given this background, then it is possible to understand some of the perspectives put forward by environmental pragmatists. The latter school of thought put forward the idea that the environment forms a central part of our experiences. Consequently, it needs to be held in high regard. It asserts that every part of the environment needs to be treated with as much seriousness as the next. For instance, oceans are jut as important as deserts or just as important as buildings and bridges. (Lucas, 2002) Environmental pragmatism rejects the notion that man can dominate the earth. Since nature is an important part of one’s experience, then it is essential for man to look for the most feasible ways of co-existing with nature. In fact, adherents to this philosophy claim that understanding or cultivating meaning in the earth is quite crucial, however, imagining that man can do anything with nature without dealing with any consequences is self defeating. Additionally, the latter adherents put forward the notion that exerting care within the environment is a crucial element in preserving it. They claim that in the process of determining what constitutes good things or what constitutes right things, it is indeed necessary for human beings to implement environmental ethics through the foundations of certain beliefs and ideas. One can therefore assert that environmental pragmatism has elements of interrelatedness with other concepts. In this regard, there is a connection between eco feminism and environmental pragmatism owing to the fact it refers to the concept of caring for one’s environment. Environmental pragmatism also brings in new concepts of environmental philosophy owing to the fact that it opposes the notion of trying to decide constituents of value. In other words, the latter adherents claim that it is impossible to determine whether man holds greater precedence over nature. Instead, both issues need not be treated as mutually exclusive as they both need one another. (Lucas, 2002) Pluralism on the other hand refers to the acceptance of diversity of thought within ethical endorsements. Adherents to this school of thought claim that it is possible for different perspectives to exist within a particular ethical system owing to the fact that morality is an ensemble of many things. This means that nature as it is cannot provide an underlying and thoroughly conclusive explanation for things; consequently, it is best to settle for a series of explanations that can provide a more comprehensive framework for these matters. In this regard, pluralism can be related to eco feminism owing to the fact that the latter theory attempts to merge concepts from different fields. Additionally, environmental pragmatism is another form of pluralism because in the former philosophy, there is the belief that there is more than one way to understand nature. Pluralism can occur in three forms i.e. †¢ First order †¢ Second order †¢ Third order In first order pluralism, environmentalists believe that the value in something can be described in more than one way i. e. beauty, diversity etc. In second order pluralism, there is the belief that nature can be described in so many ways that there is no single method that is appropriate. In third order pluralism, there is the belief that other views should be tolerated because it is almost impossible to account for forms of value within nature. In this regard, pluralism advocates for an overlap of explanations. Additionally, its interrelatedness with other concepts is less abstract than in pluralism or environmental pragmatism. The History Of Indra And Purusha Theology Religion Essay The Indo- Aryan society believed in many gods. The Aryans believed that many natural events were being influenced by their gods. These people also seemed to follow some laws or code of conduct to keep order in their society. They also had a caste system. The early Aryans did not use writing but they composed plenty of poem, hymns, and songs that gave site into their religion and literacy. Everything was transmitted orally from one generation to the next. They communicated through a sacred language known as Sanskrit. The earliest of those transmissions where the four Vedas, which were named the Rig Veda. The Aryans told stories of how their deities helped their people with the problems that came upon the society. Most of the songs in The Rig Veda are dedications to the deities and their greatness. Indra was the most important of the Vedic gods. Indra was the Aryans chief deity. It is said that Indra eats Soma to hallucinate and gains victory over the dragon. This dragon that they talk about is the dragon of drought that is a plague for their people. The Aryans are a farming group of people, and the need for water is a very high necessity. Indra defeats the dragon, and then lets the waters flow free, which tell us that the clouds that were described as the dragon opened up and poured on the land. After the defeat of the dragon Indra was considered the ruling god over all in the Aryan nation. Some people were starting to lose faith in Indra and that he needed to be reinforced as the supreme ruling god. Many events that happened to the Aryan people were said to be because of his intervention in the world. This passage tells us that there was some unrest about if Indra really was doing well for the people. Some people are discontent with their deity and are losing the faith, but people see him he is mighty as a bull and he was the one whom let rivers flow so that the people could flourish. He strikes down his enemies and the enemies of the people such as Rauhina. Aryans relied on the gods to answer the unknowns in nature. The sun, the moon, the rain, the wind, the animals, and even the seasons were determined by Indra. These people were afraid of their god. They offered sacrifices to help appease the god so that he would not punish them with natural disasters. We can tell that the people of the time were either really religious or doubting; this passage on the victory over Vritra was made for those doubting people by the religious people who feared Indras displeasure with the doubters. This knowledge of wrong doing seems to give us some insight into moral codes and public laws. These people feared the god and believed that they could anger those gods, so they must have followed some kind of public code of conduct. Purusha was said to compose everything in the world. He makes everything that we see and use, he is everywhere at every moment. Purusha is held in high regard by these people and is considered the creator of everything and is also considered to be in everything in the natural world. During the Vedic age the Aryans were in battling the enemies or dasas, but not only outsiders but they fought themselves. They didnt have a common government but chiefdoms with each a leader known as a raja or king. The men from one village often raided herds from another. After migrating south the Aryans learned how to make iron tools and weapons. Now having these iron tools this made cultivating easier which in hand make a large growth in agriculture. This allowed the Aryans to settle into a permanent community instead of always migrating from place to place. From my readings I can see that the Aryan people had many gods and beliefs; they had common laws that were followed in practice and also had a caste system of their people. As time passed the memory of Indra receded into almost nothing the Aryans use the battle as inspiration to build a great society. But then they migrated they connected with the Dravidians and from being enemies to becoming one. Their combined legacies led to the development of a distinctive and rich cultural society. Early Aryans practiced a limited amount of agriculture, but they depended a lot on a pastoral economy. They prized their horses and herds of cattle. The Aryans adopted Dravidian agricultural techniques. They used a formal political institution. After settling in India the Aryans changed from relying on herding to relying on political structure and they produced a well-defined social hierarchy. This social distinction was based on ones occupation and role in society. This was known as a caste system. The Aryans used the term Varna to describe the major social classes more on agriculture. The Rig Veda shows us that the early Aryan civilization had a caste system comprised of the Brahmin, Kshatriya, Vaishya, and Sudra. If we consider where each of these groups is on Purusha we can look into how important people believed they really were. The Brahmin held the top position on the caste system, they were priests. Kshatriyas were nobles and aristocrats. Vaishyas were the cultivators, artisans, and merchants. Shudras were the land peasants and serfs. In the end of the Vedic Age a new category was added and those people would become the untouchables, the ones who performed dirty and unpleasant tasks. These four castes were said to b e the four body parts of the Aryan deity Purusha. This was a fixed system to maintain Aryans high power. Under these four main levels there were 3,000 sub castes known as Jati. Each individual had darma or a responsibility and if you do right your get good karma. Ones goal is to reach mulksha which is the release or liberation from the caste system. While building a social hierarchy on the foundations of caste and varna distinctions, the Aryans also created a strongly patriarchal social order based on gender. Within the Aryan society Indian men dominated. Anyone would was important was male. The Law book of Manu dealt with proper moral behavior and social relationships, including sex and gender relationships. This was created to advise men to treat women with respect and honor. This book also specified the duties of the women. One custom one the Indian society was Sati. Sati was the practice of the voluntary action when the widow threw herself on the funeral pyre of her dead husband, these never became popular. The combination of the Dravidian and Aryan society gave light to the Upanishads. The Upanishads were the practices of disciples gathering before a sage for discussion of religious issues (Tradition and Encounters 81). The Upanishads taught that the body and soul are separate, that each person is a small are of a huge soul called Brahman. They also believe that we are not only born once but many times over again. The goal of ones soul is to escape the cycle of birth and rebirth. The Upanishads created multiple doctrines and one of the main ones were of samara. Samara is a place after death where souls go to the World of Fathers and return to earth reborn. By the end of the Vedic age the Aryan and Dravidian traditions became the ground work for the Indian society. Agriculture spread thought out India. The caste system helped maintain public order. The role of human beings and their religious views sparked further reflection on spiritual and intellectual matters.

Cinematography in Schindlers List Essay -- Film Movie Steven Spielber

The paper I decided to do was on â€Å"Schindler’s List†. I have seen this movie four times and yet had not really noticed the many ways in which the director, Steven Spielberg, used the camera to emphasis a â€Å"million words†. It was interesting, when watching this film from this stand point, how I was able to see the importance of the way the director uses sounds and color to make some much significant points of a film. I decided to emphasis the way certain close ups and facial expressions were used to show very significant emotions of the characters in the film. In these particular scenes, no words had to be used. The camera focuses on the character involved in the scene and one can tell exactly what is going on in the mind of the character. The other aspect of the movie that I wanted to discuss is the music that was used. This movie won seven academy awards. Not surprisingly, one of awards was for â€Å" Best Original scene†. The use of music in the scenes was very appropriate. I’m going to discuss several of the scenes of the movie and how music contributed to the scene. There is a scene in the movie where Oskar Schindler is put in jail because he kissed a Jewish girl, this scene has Schindler in a cell with another person, Schindler says that he is incarcerated because he kissed this Jewish girl. His cellmate makes the remark â€Å" Did your prick fall off†, the cellmate begins to laugh, and Schindler joins him in the laughter. Suddenly the camera pans up to Oskar Schindler’s face. His face shows a man that is no longer laughing but, without words, you can see in his face that he doesn’t find the remark humorous. Further, the close up on his expression reveals a man that has a revelation. The revelation is that he is horrified that Jewish people are thought of in this way. The close ups of Amon Goeth, the monster SS guard that ran the camp at Krakow, are some of the most revealing scenes without words. One scene shows a conversation between Schindler and Goeth. Schindler is trying to explain to Goeth that true power lies in forgiving when you don’t have to forgive. For a while Goeth tries to do what Schindler says, pardon those Jews that do him wrong. He lets the stable boy that dropped his saddle of the hook. He tells the guard to let a woman go back to work; the guard was going to shoot the woman. Goeth goes upstairs and finds a boy cleaning his tub. The boy is ... ...ifferent from the one in the other two scenes, and so was the one in the scenes where Goeth was beating up his maid. Schindler’s List is an incredible movie. Every time that I walk away form watching this movie, I feel emotionally wrecked. I think this is the intention of the film and why it is so great. I think that Steven Spielberg’s intention was to make this unforgettable so that it could never happen again. I chose to talk about the silent moments where a camera shot emphasizes an emotion. I also chose to discuss some of the music. There are so many other things that are worth discussing. The way the film was done in black and white. The way that the scenes in the death camps were so realistic that you really thought you were viewing actual footage. There are so many things that made it like no other film. I know that a lot of the people found the movie disturbing because of the violence. Perhaps these people forget that this is not violence done just to make the movie â€Å"Oscar â€Å" worthy. This is true violence that was done to 6 million Jewish human beings. A person woul d hope that one would be disturbed enough to take a stand against anything like this ever happening again.

Phiesteria: The Unseen Killer An incredibly scary new type of algae is on the loose on the eastern seaboard of the United States and worst of all not many people know about it. Phiesteria piscicida- Latin for â€Å"fish killer† has been living in the mud of rivers for millions of years, but until recently something has jolted its metabolism into overdrive and has caused it to become a fearsome predator. This newly discovered type of dinoflagellate or marine protozoa, which generally has two flagella and cellulose covering, has been living off simple nutrients in the river waters of primarily North Carolina, until now that is. Near the Neuse River in NC, there is a slaughterhouse for pigs and chickens; all of the waste from the pigs is stored in massive lagoons where it is later sprayed onto crops as fertilizer. Unfortunately, a lot of this raw sewage ends up in streams that flow into the Neuse, which in turn enters the Pamlico Sound, a 2,000-mile long estuary in NC. This ultimately brings an immense amount of nutrients to the water thus causing the Phiesteria to shape-shift and enter a state of lethal attack on everything from fish to human. The Center for Disease Control has yet to do anything about this at all, which may be the scariest fact so far. I learned about this ecological disaster while reading my newest edition (October 2001) of Maxim. As I was flipping through my new magazine I saw a horrifying picture of a fish; it looked as though something took a bite out of its neck. Interested, I continued to read, â€Å"The Coming Plague† by Jeff Wise. Further into the article it tells about Phiesteria moving north into parts of Maryland and even going south as far as 1,000-miles to the coast of Florida and how not enough action is being done to stop this deadly organism. The entire article is broken down into segmented stories of individual peoples fight with Phiesteria. I felt this article gave a great amount of information and helped to explain all of Phiesteria’s facts. One of the most amazing things I learned while reading this article is that the organism can infect humans even if they don’t come in direct contact with them, in fact, all we have to do is breath the air that is within a close proximity to where the organism is living.

Minority Group and Multiculturalism Essay

Ideas about the legal and political accommodation of ethnic diversity — commonly termed â€Å"multiculturalism† — emerged in the West as a vehicle for replacing older forms of ethnic and racial hierarchy with new relations of democratic citizenship. Despite substantial evidence that these policies are making progress toward that goal, a chorus of political leaders has declared them a failure and heralded the death of multiculturalism. This popular master narrative is problematic because it mischaracterizes the nature of the experiments in multiculturalism that have been undertaken, exaggerates the extent to which they have been abandoned, and misidentifies not only the genuine difficulties and limitations they have encountered but the options for addressing these problems. Talk about the retreat from multiculturalism has obscured the fact that a form of multicultural integration remains a live option for Western democracies. This report challenges four powerful myths about multiculturalism. First, it disputes the caricature of multiculturalism as the uncritical celebration of diversity at the expense of addressing grave societal problems such as unemployment and social isolation. Instead it offers an account of multiculturalism as the pursuit of new relations of democratic citizenship, inspired and constrained by human-rights ideals. Second, it contests the idea that multiculturalism has been in wholesale retreat, and offers instead evidence that multiculturalism policies (MCPs) have persisted, and have even grown stronger, over the past ten years. Third, it challenges the idea that multiculturalism has failed, and offers instead evidence that MCPs have had positive effects. Fourth, it disputes the idea that the spread of civic integration policies has displaced multiculturalism or rendered it obsolete. The report instead offers evidence that MCPs are fully consistent with certain forms of civic integration policies, and that indeed the combination of multiculturalism with an â€Å"enabling† form of civic integration is both normatively desirable and empirically effective in at least some cases. To help address these issues, this paper draws upon the Multiculturalism Policy Index. This index 1) identifies eight concrete policy areas where liberal-democratic states — faced with a choice — decided to develop more multicultural forms of citizenship in relation to immigrant groups and 2) measures the extent to which countries have espoused some or all of these policies over time. While there have been some high-profile cases of retreat from MCPs, such as the Netherlands, the general pattern from 1980 to 2010 has been one of modest strengthening. Ironically, some countries that have been vociferous about multiculturalism’s â€Å"failure† (e. g. , Germany) have not actually practiced an active multicultural strategy. Talk about the retreat from multiculturalism has obscured the fact that a form of multicultural integration remains a live option for Western democracies. However, not all attempts to adopt new models of multicultural citizenship have taken root or succeeded in achieving their intended effects. There are several factors that can either facilitate or impede the successful implementation of multiculturalism: Multiculturalism: Success, Failure, and the Future 1 MIGRATION POLICY INSTITUTE Desecuritization of ethnic relations. Multiculturalism works best if relations between the state and minorities are seen as an issue of social policy, not as an issue of state security. If the state perceives immigrants to be a security threat (such as Arabs and Muslims after 9/11), support for multiculturalism will drop and the space for minorities to even voice multicultural claims will diminish. Human rights. Support for multiculturalism rests on the assumption that there is a shared commitment to human rights across ethnic and religious lines. If states perceive certain groups as unable or unwilling to respect human-rights norms, they are unlikely to accord them multicultural rights or resources. Much of the backlash against multiculturalism is fundamentally driven by anxieties about Muslims, in particular, and their perceived unwillingness to embrace liberal-democratic norms. Border control. Multiculturalism is more controversial when citizens fear they lack control over their borders — for instance when countries are faced with large numbers (or unexpected surges) of unauthorized immigrants or asylum seekers — than when citizens feel the borders are secure. Diversity of immigrant groups. Multiculturalism works best when it is genuinely multicultural — that is, when immigrants come from many source countries rather than coming overwhelmingly from just one (which is more likely to lead to polarized relations with the majority). Economic contributions. Support for multiculturalism depends on the perception that immigrants are holding up their end of the bargain and making a good-faith effort to contribute to society — particularly economically. When these facilitating conditions are present, multiculturalism can be seen as a low-risk option, and indeed seems to have worked well in such cases. Multiculturalism tends to lose support in high-risk situations where immigrants are seen as predominantly illegal, as potential carriers of illiberal practices or movements, or as net burdens on the welfare state. However, one could argue that rejecting immigrant multiculturalism under these circumstances is in fact the higher-risk move. It is precisely when immigrants are perceived as illegitimate, illiberal, and burdensome that multiculturalism may be most needed. I. Introduction Ideas about the legal and political accommodation of ethnic diversity have been in a state of flux around the world for the past 40 years. One hears much about the â€Å"rise and fall of multiculturalism. † Indeed, this has become a kind of master narrative, widely invoked by scholars, journalists, and policymakers alike to explain the evolution of contemporary debates about diversity. Although people disagree about what comes after multiculturalism, there is a surprising consensus that we are in a post-multicultural era. This report contends that this master narrative obscures as much as it reveals, and that we need an alternative framework for thinking about the choices we face. Multiculturalism’s successes and failures, as well as its level of public acceptance, have depended on the nature of the issues at stake and the countries involved, and we need to understand these variations if we are to identify a more sustainable model for accommodating diversity. This paper will argue that the master narrative 1) mischaracterizes the nature of the experiments in multiculturalism that have been undertaken, 2) exaggerates the extent to which they have been abandoned, and 3) misidentifies the genuine difficulties and limitations they have encountered and the options for addressing these problems. 2 Multiculturalism: Success, Failure, and the Future MIGRATION POLICY INSTITUTE Before we can decide whether to celebrate or lament the fall of multiculturalism, we need first to make sure we know what multiculturalism has meant both in theory and in practice, where it has succeeded or failed to meet its objectives, and under what conditions it is likely to thrive in the future. The Rise and Fall of Multiculturalism The master narrative of the â€Å"rise and fall of multiculturalism† helpfully captures important features of our current debates. Yet in some respects it is misleading, and may obscure the real challenges and opportunities we face. In its simplest form, the master narrative goes like this:1 Since the mid-1990s †¦ we have seen a backlash and retreat from multiculturalism. From the 1970s to mid-1990s, there was a clear trend across Western democracies toward the increased recognition and accommodation of diversity through a range of multiculturalism policies (MCPs) and minority rights. These policies were endorsed both at the domestic level in some states and by international organizations, and involved a rejection of earlier ideas of unitary and homogeneous nationhood. Since the mid-1990s, however, we have seen a backlash and retreat from multiculturalism, and a reassertion of ideas of nation building, common values and identity, and unitary citizenship — even a call for the â€Å"return of assimilation. † This retreat is partly driven by fears among the majority group that the accommodation of diversity has â€Å"gone too far† and is threatening their way of life. This fear often expresses itself in the rise of nativist and populist right-wing political movements, such as the Danish People’s Party, defending old ideas of â€Å"Denmark for the Danish. † But the retreat also reflects a belief among the center-left that multiculturalism has failed to help the intended beneficiaries — namely, minorities themselves — because it has failed to address the underlying sources of their social, economic, and political exclusion and may have unintentionally contributed to their social isolation. Multiculturalism: Success, Failure, and the Future 3 MIGRATION POLICY INSTITUTE away from it and shifted to a discourse that emphasizes â€Å"civic integration,† â€Å"social cohesion,† â€Å"common values,† and â€Å"shared citizenship. †2 The social-democratic discourse of civic integration differs from the radical-right discourse in emphasizing the need to develop a more inclusive national identity and to fight racism and discrimination, but it nonetheless distances itself from the rhetoric and policies of multiculturalism. The term postmulticulturalism has often been invoked to signal this new approach, which seeks to overcome the limits of a naive or misguided multiculturalism while avoiding the oppressive reassertion of homogenizing nationalist ideologies. 3 II. What Is Multiculturalism? A. Misleading Model In much of the post-multiculturalist literature, multiculturalism is characterized as a feel-good celebration of ethnocultural diversity, encouraging citizens to acknowledge and embrace the panoply of customs, traditions, music, and cuisine that exist in a multiethnic society. Yasmin Alibhai-Brown calls this the â€Å"3S† model of multiculturalism in Britain — saris, samosas, and steeldrums. 4. Multiculturalism takes these familiar cultural markers of ethnic groups — clothing, cuisine, and music — and treats them as authentic practices to be preserved by their members and safely consumed by others. Under the banner of multiculturalism they are taught in school, performed in festivals, displayed in media and museums, and so on. This celebratory model of multiculturalism has been the focus of many critiques, including the following: It ignores issues of economic and political inequality. Even if all Britons come to enjoy Jamaican steeldrum music or Indian samosas, this would do nothing to address the real problems facing Caribbean and South Asian communities in Britain — problems of unemployment, poor educational outcomes, residential segregation, poor English language skills, and political marginalization. These economic and political issues cannot be solved simply by celebrating cultural differences. Even with respect to the (legitimate) goal of promoting greater understanding of cultural differences, the focus on celebrating â€Å"authentic† cultural practices that are â€Å"unique† to each group is potentially dangerous. First, not all customs that may be traditionally practiced within a particular group are worthy of being celebrated, or even of being legally tolerated, such as forced marriage. To avoid stirring up controversy, there’s a tendency to choose as the focus of multicultural celebrations safely inoffensive practices — such as cuisine or music — that can be enjoyably consumed by members of the larger society. But this runs the opposite risk 2. Third, the 3S model of multiculturalism can encourage a conception of groups as hermetically sealed and static, each reproducing its own distinct practices. Multiculturalism may be intended to encourage people to share their customs, but the assumption that each group has its own distinctive customs ignores processes of cultural adaptation, mixing, and melange, as well as emerging cultural commonalities, thereby potentially reinforcing perceptions of minorities as eternally â€Å"other. † This in turn can lead to the strengthening of prejudice and stereotyping, and more generally to the polarization of ethnic relations. Fourth, this model can end up reinforcing power inequalities and cultural restrictions within minority groups. In deciding which traditions are â€Å"authentic,† and how to interpret and display them, the state generally consults the traditional elites within the group — typically older males — while ignoring the way these traditional practices (and traditional elites) are often challenged by internal reformers, who have different views about how, say, a â€Å"good Muslim† should act. It can therefore imprison people in â€Å"cultural scripts† that they are not allowed to question or dispute. According to post-multiculturalists, the growing recognition of these flaws underlies the retreat from multiculturalism and signals the search for new models of citizenship that emphasize 1) political participation and economic opportunities over the symbolic politics of cultural recognition, 2) human rights and individual freedom over respect for cultural traditions, 3) the building of inclusive national identities over the recognition of ancestral cultural identities, and 4) cultural change and cultural mixing over the reification of static cultural differences. This narrative about the rise and fall of 3S multiculturalism will no doubt be familiar to many readers. In my view, however, it is inaccurate. Not only is it a caricature of the reality of multiculturalism as it has developed over the past 40 years in the Western democracies, but it is a distraction from the real issues that we need to face. The 3S model captures something important about natural human tendencies to simplify ethnic differences, and about the logic of global capitalism to sell cosmopolitan cultural products, but it does not capture the nature of post-1960s government MCPs, which have had more complex historical sources and political goals. B. Multiculturalism in Context It is important to put multiculturalism in its historical context. In one sense, it is as old as humanity — different cultures have always found ways of coexisting, and respect for diversity was a familiar feature of many historic empires, such as the Ottoman Empire. But the sort of multiculturalism that is said to have had a â€Å"rise and fall† is a more specific historic phenomenon, emerging first in the Western democracies in the late 1960s. This timing is important, for it helps us situate multiculturalism in relation to larger social transformations of the postwar era. More specifically, multiculturalism is part of a larger human-rights revolution involving ethnic and racial diversity. Prior to World War II, ethnocultural and religious diversity in the West was characterized by a range of illiberal and undemocratic relationships of hierarchy,6 justified by racialist ideologies that explicitly propounded the superiority of some peoples and cultures and their right to rule over others. These ideologies were widely accepted throughout the Western world and underpinned both domestic laws (e. g. , racially biased immigration and citizenship policies) and foreign policies (e. g. , in relation to overseas colonies). 5 6 Neil Bissoondath, Selling Illusions: The Cult of Multiculturalism in Canada. Multiculturalism: Success, Failure, and the Future 5 MIGRATION POLICY INSTITUTE After World War II, however, the world recoiled against Hitler’s fanatical and murderous use of such ideologies, and the United Nations decisively repudiated them in favor of a new ideology of the equality of races and peoples. And this new assumption of human equality generated a series of political movements designed to contest the lingering presence or enduring effects of older hierarchies. We can distinguish three â€Å"waves† of such movements: 1) the struggle for decolonization, concentrated in the period 1948–65; 2) the struggle against racial segregation and discrimination, initiated and exemplified by the AfricanAmerican civil-rights movement from 1955 to 1965; and 3) the struggle for multiculturalism and minority rights, which emerged in the late 1960s. Multiculturalism is part of a larger human-rights revolution involving ethnic and racial diversity. Each of these movements draws upon the human-rights revolution, and its foundational ideology of the equality of races and peoples, to challenge the legacies of earlier ethnic and racial hierarchies. Indeed, the human-rights revolution plays a double role here, not just as the inspiration for a struggle, but also as a constraint on the permissible goals and means of that struggle. Insofar as historically excluded or stigmatized groups struggle against earlier hierarchies in the name of equality, they too have to renounce their own traditions of exclusion or oppression in the treatment of, say, women, gays, people of mixed race, religious dissenters, and so on. Human rights, and liberal-democratic constitutionalism more generally, provide the overarching framework within which these struggles are debated and addressed. Each of these movements, therefore, can be seen as contributing to a process of democratic â€Å"citizenization† — that is, turning the earlier catalog of hierarchical relations into relationships of liberaldemocratic citizenship. This entails transforming both the vertical relationships between minorities and the state and the horizontal relationships among the members of different groups. In the past, it was often assumed that the only way to engage in this process of citizenization was to impose a single undifferentiated model of citizenship on all individuals. But the ideas and policies of multiculturalism that emerged from the 1960s start from the assumption that this complex history inevitably and appropriately generates group-differentiated ethnopolitical claims. The key to citizenization is not to suppress these differential claims but to filter them through and frame them within the language of human rights, civil liberties, and democratic accountability. And this is what multiculturalist movements have aimed to do. The precise character of the resulting multicultural reforms varies from group to group, as befits the distinctive history that each has faced. They all start from the antidiscrimination principle that underpinned the second wave but go beyond it to challenge other forms of exclusion or stigmatization. In most Western countries, explicit state-sponsored discrimination against ethnic, racial, or religious minorities had largely ceased by the 1960s and 1970s, under the influence of the second wave of humanrights struggles. Yet ethnic and racial hierarchies persist in many societies, whether measured in terms of economic inequalities, political underrepresentation, social stigmatization, or cultural invisibility. Various forms of multiculturalism have been developed to help overcome these lingering inequalities. The focus in this report is on multiculturalism as it pertains to (permanently settled) immigrant groups,7 7 There was briefly in some European countries a form of â€Å"multiculturalism† that was not aimed at the inclusion of permanent immigrants, but rather at ensuring that temporary migrants would return to their country of origin. For example, mothertongue education in Germany was not initially introduced â€Å"as a minority right but in order to enable guest worker children to reintegrate in their countries of origin† (Karen Schonwalder, â€Å"Germany: Integration Policy and Pluralism in a Self-Conscious Country of Immigration,† in The Multiculturalism Backlash: European Discourses, Policies and Practices, eds. Steven Vertovec and Susanne Wessendorf [London: Routledge, 2010], 160). Needless to say, this sort of â€Å"returnist† multiculturalism — premised on the idea that migrants are foreigners who should return to their real home — has nothing to do with multiculturalism policies (MCPs) premised on the idea that immigrants belong in their host countries, and which aim to make immigrants 6 Multiculturalism: Success, Failure, and the Future MIGRATION POLICY INSTITUTE but it is worth noting that struggles for multicultural citizenship have also emerged in relation to historic minorities and indigenous peoples. 8 C. The Evolution of Multiculturalism Policies. The case of immigrant multiculturalism is just one aspect of a larger â€Å"ethnic revival† across the Western democracies,9 in which different types of minorities have struggled for new forms of multicultural citizenship that combine both antidiscrimination measures and positive forms of recognition and accommodation. Multicultural citizenship for immigrant groups clearly does not involve the same types of claims as for indigenous peoples or national minorities: immigrant groups do not typically seek land rights, territorial autonomy, or official language status. What then is the substance of multicultural citizenship in relation to immigrant groups? The Multiculturalism Policy Index is one attempt to measure the evolution of MCPs in a standardized format that enables comparative research. 10 The index takes the following eight policies as the most common or emblematic forms of immigrant MCPs:11 Constitutional, legislative, or parliamentary affirmation of multiculturalism, at the central and/ or regional and municipal levels The adoption of multiculturalism in school curricula The inclusion of ethnic representation/sensitivity in the mandate of public media or media licensing Exemptions from dress codes, either by statute or by court cases Allowing of dual citizenship The funding of ethnic group organizations to support cultural activities The funding of bilingual education or mother-tongue instruction Affirmative action for disadvantaged immigrant groups12 feel more at home where they are. The focus of this paper is on the latter type of multiculturalism, which is centrally concerned with constructing new relations of citizenship. 8 In relation to indigenous peoples, for example — such as the Maori in New Zealand, Aboriginal peoples in Canada and Australia, American Indians, the Sami in Scandinavia, and the Inuit of Greenland — new models of multicultural citizenship have emerged since the late 1960s that include policies such as land rights, self-government rights, recognition of customary laws, and guarantees of political consultation. And in relation to substate national groups — such as the Basques and Catalans in Spain, Flemish and Walloons in Belgium, Scots and Welsh in Britain, Quebecois in Canada, Germans in South Tyrol, Swedish in Finland — we see new models of multicultural citizenship that include policies such as federal or quasi-federal territorial autonomy; official language status, either in the region or nationally; and guarantees of representation in the central government or on constitutional courts. 9. Multiculturalism: Success, Failure, and the Future 7 MIGRATION POLICY INSTITUTE Other policies could be added (or subtracted) from the index, but there was a recognizable â€Å"multiculturalist turn† across Western democracies in the last few decades of the 20th century, and we can identify a range of public policies that are seen, by both critics and defenders, as emblematic of this turn. Each of the eight policy indicators listed above is intended to capture a policy dimension where liberaldemocratic states faced a choice about whether or not to take a multicultural turn and to develop more multicultural forms of citizenship in relation to immigrant groups. While multiculturalism for immigrant groups clearly differs in substance from that for indigenous peoples or national minorities, each policy has been defended as a means to overcome the legacies of earlier hierarchies and to help build fairer and more inclusive democratic societies. Therefore, multiculturalism is first and foremost about developing new models of democratic citizenship, grounded in human-rights ideals, to replace earlier uncivil and undemocratic relations of hierarchy and exclusion. Needless to say, this account of multiculturalism-as-citizenization differs dramatically from the 3S account of multiculturalism as the celebration of static cultural differences. Whereas the 3S account says that multiculturalism is about displaying and consuming differences in cuisine, clothing, and music, while neglecting issues of political and economic inequality, the citizenization account says that multiculturalism is precisely about constructing new civic and political relations to overcome the deeply entrenched inequalities that have persisted after the abolition of formal discrimination. It is important to determine which of these accounts more accurately describes the Western experience with multiculturalism. Before we can decide whether to celebrate or lament the fall of multiculturalism, we first need to make sure we know what multiculturalism has in fact been. The 3S account is misleading for three principal reasons. 13 Multiculturalism is first and foremost about developing new models of democratic citizenship, grounded in human-rights ideals. First, the claim that multiculturalism is solely or primarily about symbolic cultural politics depends on a misreading of the actual policies. Whether we look at indigenous peoples, national minorities, or immigrant groups, it is immediately apparent that MCPs combine economic, political, social, and cultural dimensions. While minorities are (rightly) concerned to contest the historic stigmatization of their cultures, immigrant multiculturalism also includes policies that are concerned with access to political power and economic opportunities — for example, policies of affirmative action, mechanisms of political consultation, funding for ethnic self-organization, and facilitated access to citizenship. In relation all three types of groups, MCPs combine cultural recognition, economic redistribution, and political participation. Second, the claim that multiculturalism ignores the importance of universal human rights is equally misplaced. On the contrary, as we’ve seen, multiculturalism is itself a human-rights-based movement, inspired and constrained by principles of human rights and liberal-democratic constitutionalism.
